Stafford loans?? DENIED??

ok so i was trying to apply for a stafford loan..but when i went to the website it took me to some actedcuationloans.com site and had me apply there thru some bank..and it was considered as a act 2 college loan?? but anyway it was denied when i put me and a co signer but i thought u couldnt be denied for a stafford loan!?? did i apply thru stafford?? or not??
