I need help with knowing how to lower a thyroid level. ?

My mom has a high thyroid level of 19, she just got back from the doctor and he said her last test showed it was at 10, and he wants it to a 4. she said she has been taking iodine for her diabetes, she's wanting to know 2 things, will iodine increas your thyroid levels? and two how do you lower them?
