How do you make a 5% ethanol solution from 200 proof ethanol?!?

"Proof" is double the percentage, so 200 proof is 100% ethanol. Add water. How much alcohol you have will effect how much water you need to use to "cut" the spirits down to 5%. Will it be 5% by volume or by weight? Water and ethanol do not weigh the same amount.
