How can i achieve this Hilary Duff smoky eye look?

Hmm, well I would have thought to make smoky eyes you'd use a pencil eyeliner. Like kohl pencil eyeliner? Then smudge it a bit? That works for me. Also, what I sometimes though not often do is slap on a lot of eyeliner, and then neaten it up with make up remover. Careful not to get any in your eyes or wear too much though, that hurts a lot!
