23 month poops on the floor or plays in it!?

If i try to make it where she can't get her diaper off she hides and strips down to the taped on diaper and raches in the back and pulls out the poop and brings me a handful and screams ewwww. She will go pee in the potty but will not sit still enough for number 2 , if i let her run naked so that she will go potty of the urge comes she will go right near the potty and sqat and poop on the floor and scream ewww! please give me ideas on how to break her
